The winger (pictured) gave Karen Hills’ side a first half lead before conceding the penalty that saw the hosts equalise midway through the second half, being sent off in the process.
The game started well with both sides matching up in the midfield, the pace of the game was frantic and no team could take control.
Colchester played a lot of percentage balls into their front players but could find no way through a solid Spurs defence.
Jess Cheeseman and Wendy Martin battled well in the midfield and were rewarded when the latter took control of the ball and played a defence-splitting pass for O’Halloran to run on to and finish.
The second half saw Colchester start well and the pressure build on Spurs, with Jo Ayre making two fine saves.
But with 25 minutes remaining, O’Halloran turned from hero to villain as she handled in the box to concede a penalty and received her marching orders for a second booking.
The spot-kick was duly converted, despite Ayre getting fingertips to it, and the game finished 1-1.
Hills said: “I am very proud of the players for digging in and holding on to the draw - it showed good character from the girls.
“Colchester had their chances to win the game but our girls didn't give up and I thought we deserved the draw in the end.
“The girls would really appreciate your support at their next game which is at home to Brighton next Sunday at Harlow Town, KO 2pm.”
